THE question which is the title of this book cannot be answered with any certainty while the military issue of the war hangs in an uncertain balance. Mr. Hagen, an Austrian political exile, avoids rash predictions. He puts together some interesting material, derived partially from German underground reports, partially from German, Swiss, and other continental newspapers. He concludes that resigned apathy characterizes the attitude of the average German toward the war, that there is friction between privileged Nazi formations, like the SS Guards, and the Army rank-and-file, and that the five and a half million foreign conscript workers in German factories and farms represent a potential weakness. He believes that opposition to the Nazi regime is strongest among the industrial workers. As political weapons to hasten Hitler’s downfall, he recommends that the United Nations endorse a European federation, and show a clear intention to discriminate between the Nazis and the German people.
